Check DynamicsNAV110 instance running also the SQL instance.
check the service account for the instance whether user and instance have proper permissions. also DB/user permission rights.

Emil, I solved the problem installing the latest Cumulative Update for Dynamics NAV 2018 (January CU solver the problem).
