e-connect for dynamics gp is a toolset/sdk for external apps/systems to connect to dynamics gp, to exchange data to/from dynamics gp.
the equivalent technology in the dynamics nav area are the nav web services (soap or odata protocol). in nav you can publish pages and codeunits as webservice. you can use these web services to read/write data from/to nav.

As Jonathan mentioned there is no SDK/tool the best way to access navision data outside the application is using web services, by the way you have not mentioned what is the navision version because the web services is not available in earlier version
Easiest way is to use web service as everyone mentioned. However there are several other integration methods available to integrate NAV with other applications.
