Im really want to learn NAV development..
Where is some good place to start?
I dont have access to Dynamics Learning Portal
Also, there is a variety of books available.
I think i heard somewhere that from version 2013 and newer its quite different then the older version?
So should i start from 2013 and to 2016?
Starting from 2013, the "classic" user interface has gone and you need to deal with role-tailored user interface only; pages as objects appeared instead of forms, XML ports substituted dataports, Query appeared as object. I would recommend to start anyway with 2013, however there is no considerable change in the programming logic in comparison to older versions - just more features appeared. It is worth to deal with 2013 and upper versions if you start from scratch.
Better you start with latest NAV version i.e. NAV 2016. There are lot of details available at MSDN & Technet.
Also you would get lot of videos on Youtube on NAV.
There are many study materials available now on Internet including many Blogs where you can Learn NAV.
Some of the below Links may help you starting with Dynamics NAV.
Apart from this you will too find many E-Books on this to Study either you want to learn Technically Or Functionally.

MSDN is always a good place to start and also there are many blogs on Dynamics NAV. Addition to that you can check few books on packtpub : www.packtpub.com/all;offset=&rows=&sort=
Hello Jacob! I know a few people that have the same or similar questions. I advised them annotated bibliography writing service https://ca.edubirdie.com/annotated-bibliography-writing-service for any educational purposes. Maybe this service could help you too? Hope so because NAV development is not that simple and many people have problems with that.
There's many Blogs, PDF Documents and videos available over YouTube, just you need to be decisive what you want to hit first.
