Hi experts, we pay the enhance plan every year, and if we upgrade from the Nav2013 to the higher version, what do we need to pay? Do we need to program all the reports from the beginning?

Regarding the objects since you are on 2013 the upgrade process should take care of upgrading the reports there may be some tweaks you need to do based on the modifications you have, unless if you plan to move all your customizations to the extension which is the new development requires some rework on all your customizations.
As you are already paying the BREP every year you get the updates free.
But for upgrading you need partners help where they might charge for their consulting fees.
