I would like to find out after I undo receipt this happens in Navision 2018,
what can I do to retrieve the items amount in the Remaining Quantity?
What can user do if the amount is not able to retrieve back? Credit note?

I believe this error usually means that you cannot actually do an Undo because users have already posted Item Ledger Entries against the receipt and so the Item Ledger Entry for the Purchase Receipt no longer has the full Remaining Quantity. You are correct that the only way to reverse the Purchase Receipt once this happens is through a purchase credit memo.

Create purchase credit memo with action get posted document lines to reverse.
select your posted purchase invoice line, a line added to purchase credit memo it will auto pick direct unit cost from posted purchase invoice line.
