Apply % charges in sales order tied to call center

Our users are associated with a call center, so when they enter a sales order the field "Retail sale" in the header is set to "yes". 

In AX 2012, we could apply charges using "Percent" to the sales order.  Now in D365 we receive the error message: “Non-fixed charges are not allowed on sales orders from POS”.   These orders are not created using a POS.  Is there a setting we are missing?

    Very old post, but replying because this is unanswered, and I found a solution at least in my 10.0.38 environment, so sharing for others. 
     
    This is because there was a "Broker Contract" trying to automatically apply a charge on the call center sales orders.  I went to the Broker Contracts menu item, &mi=MCRBrokerContractTable, and changed the broker contract such that it wouldn't try to apply a charge to my call center sales order and it resolved the issue.
