What’s happening?
Users have been deleted from the Dynamics 365 Finance & Operations (F&O) user list, but the licenses for these users are still being consumed.
 

Reason:
In Dynamics 365 F&O, licenses are counted based on the roles assigned to the users. Even after users are deleted, if their roles are not unassigned, the licenses will continue to be consumed.
 

Resolution:

  1. Review the roles assigned to the deleted users to ensure they are no longer active.
  2. Access the Microsoft 365 admin center.
  3. Navigate to the Licenses page.
  4. Select the product associated with the licenses.
  5. Check the boxes of the users for whom you want to unassign licenses.
  6. In the Unassign licenses box, select Unassign.
  7. Confirm the changes to ensure that the licenses are no longer being consumed.
