What’s happening?
Customers report unknown users appearing in the User Count Report, specifically system user accounts that are needed for integrations and operations.


Reason:
The unknown users are preconfigured system accounts required for Microsoft to manage and operate the finance and operations service, which can be ignored by the customer.


Resolution:

  1. Customers should refer to the documentation on preconfigured system accounts to understand their purpose: "Preconfigured system accounts - Finance & Operations | Dynamics 365 | Microsoft Learn."
  2. It is recommended to use the Power Platform Admin Center for license consumption details, as the 'User license estimator report' and 'User license counts report' are no longer being developed.
  3. Ensure that reports are run from the Production environment, as licensing is based on users in the Production environment.
