What’s happening?
Customers are experiencing issues with assigning licenses in Dynamics 365 Human Resources and viewing user license details in the billing portal. Specific error messages indicate that additional services need to be assigned before a license can be allocated, and users are unable to see the expected data in the Power Platform Admin center.


Reason:
The underlying cause of the license assignment issue is that users require additional services to be assigned before they can receive a license. For visibility issues in the billing portal, it is likely related to user permissions, specifically the need for the tenant administrator role to access certain reports.


Resolution:

  1. For License Assignment Issues:
  2. Navigate to the user properties page in the Microsoft admin center.
  3. Scroll down to the "Licenses and applications" section and click on the "Edit" button.
  4. Check if there are any additional services that need to be assigned to the user before the license can be allocated. Assign the required services and then attempt to assign the license again.
  5. For Visibility Issues in Power Platform:
  6. Ensure that the user has the tenant administrator role, as this is necessary to access the FnO report in the Power Platform Admin center.
  7. If the user has the tenant admin role but still cannot view the License report, collect the following information for further investigation:
    • FnO Project ID and Environment ID.
    • Project name and Environment name.
  8. Additionally, collect a network trace to help diagnose the issue. Instructions for collecting a network trace can be found in the Microsoft documentation.
  9. Workaround:
  10. If immediate access to the license details is required, users can check the licenses details in the admin.microsoft.com portal as a temporary solution while the issue is being resolved.

  12. Monitor the situation for any changes or updates regarding the visibility of user license details and report any persistent issues to support for further assistance.
