Reason:
Insufficient security roles may hinder the deployment of solutions through pipelines.

Resolution:
Verify that the user has the necessary security roles, such as System Administrator and System Customizer, to perform the deployment. If the pipeline setup is incorrectly configured, follow the guidance from the Microsoft documentation to adjust the configuration. Specifically, uncheck any pre-deployment steps that may be causing issues. After making the necessary changes, attempt to deploy the solution again.
