What’s happening?
Customers are experiencing difficulties in upgrading a Dataverse for Teams environment. The affected environment is not visible in the Power Platform Admin Center (PPAC), and attempts to share a copilot agent from this environment result in broken links.
Reason:
The underlying cause of this is related to insufficient admin privileges to view and manage the Teams environment within the Power Platform Admin Center. Without the necessary permissions, users cannot see the environment or perform the required actions to convert it.
Resolution:
To upgrade a Dataverse for Teams environment, customers should follow the steps mentioned in Upgrade process | Power Platform - Microsoft Learn. They should also ensure that the user performing the operation is a tenant admin, in order to be able to perform this operation in the Power Platform Admin Center.

- When an environment is being upgraded, users can't edit or create agents in the environment.
- The users are told about the upgrade in the Microsoft Copilot Studio for Teams app, and they're blocked from making or editing agents in the environment.
- During the upgrade, users might experience issues if they try to chat with the agents. Admins should notify their users of an expected downtime.
- Bots in an upgraded environment are marked with a diamond icon next to their name in the left pane.
- After an environment is successfully upgraded, users can continue to edit agents in the Microsoft Copilot Studio for Teams app or in the Copilot Studio web app at https://copilotstudio.microsoft.com.
