What’s happening?
The customer is unable to delete a Work Breakdown Structure (WBS) line when posted transactions exist, resulting in the inability to publish the WBS

Reason:
The system is designed to prevent the deletion of WBS tasks that have related posted transactions. When an attempt is made to delete such tasks, the system generates an error indicating that tasks with actuals reported against them cannot be deleted, which prevents the WBS from being published.


Resolution:
Restore the WBS to the last published version by clicking on Discard draft option in WBS lines or refrain from deleting WBS lines that have posted activity. So WBS will be able to be published without any error message.
Here there is an idea to prevent this issue happens in the future by disabling delete action when WBS task are linked to posted transactions: Microsoft Idea Vote if you think this is something needed to improve the product.
In case you do not want to lose all the modifications the user has done to the WBS by clicking on Discard draft, you could:

  1. Export draft version in excel by using Data Management and the templates: Project work breakdown structure - Draft and Project work breakdown structure - Draft estimates.
  2. Then discard draft to restore the latest published version.
  3. Modify the excel template with exported data to include the removed WBS line with posted transactions.
  4. Create a new draft to import the excel file already modified and with most of modifications done before.
