What’s happening?
The customer is experiencing issues with the Copilot Studio after importing it into a new environment, where all topics are automatically activated, including some unnecessary topics that need to be manually deactivated.
Reason:
The underlying cause of this is related to the forced activation of all topics during the import process, which may be influenced by existing unmanaged customizations or other solution layers in the target environment.
Resolution:

If this persists, ensure that:
- There are no unmanaged customizations in the target environment that could block the new solution component values from taking effect.
- The solution layers are correctly ordered, with your solution on top.
- All required components are present in the target environment before importing.
- Any old solution components that may conflict are deactivated or deleted.
- Data types of fields match those in the solution being imported.
- Necessary security roles and permissions are correctly set in the target environment.
