What’s happening?
Users are encountering an error when attempting to share a private Power Pages site with others. The error message states, "Failed to share site with user. Please try again."


Reason:
This arises when the site is owned by a disabled user, which prevents other users from sharing the site. Additionally, the ability to change the site's visibility is restricted based on user roles and tenant-level settings.


Resolution:

  1. Verify the ownership of the private site. If the site is owned by a disabled user, reassign the ownership to an active user.
  2. Ensure that the user attempting to share the site has the necessary roles:
    • Power Platform Administrator
    • Dynamics 365 Administrator
  3. If the tenant-level setting enableSystemAdminsToChangeSiteVisibility is set to true, members of the System Administrator security role can also change the site visibility.
  4. If the setting is false, ensure that members of the System Administrator security role are part of an exclusive security group in Microsoft Entra that has permissions to manage site visibility.
