What’s happening?
An error occurred while provisioning the portal, resulting in the process being incomplete. The error message typically states: "Unable to complete the set up process. Delete it from Active sites and try again."


Reason:
The underlying cause of this is often related to insufficient roles or permissions required for provisioning the portal. Specifically, the user attempting to provision the portal may not have the necessary roles, such as the System Administrator role in Dataverse or the Application Administrator role in Microsoft Entra.


Resolution:
Verify User Roles: Ensure that the user attempting to provision the portal has the following roles:

  1. System Administrator role in Dataverse.
  2. Application Administrator role in Microsoft Entra.
Check Access Mode: Confirm that the Access Mode is set to "Write" under Client Access License information for the user.
App Registration Permissions: Ensure that the user has permissions to register an app in Azure AD. If not, work with the tenant administrator to obtain the necessary permissions.
Disable Business Rules: If the provisioning fails due to a business rule, consider disabling the relevant business rules temporarily and retry the provisioning process.
Retry Provisioning: After confirming the roles and permissions, attempt to provision the portal again.
