What’s happening?
Some users are unable to add and access a chatbot in Microsoft Teams, encountering messages such as "This app cannot be found" when attempting to open the agent in Copilot Studio.
 

Reason:
This may be related to Teams policies that block users from installing apps or specific settings in the Teams Admin Center that restrict app usage.
 

Resolution:

  1. In the Teams Admin Center, navigate to Policies > Manage apps.
  2. Click on Actions followed by Org-wide settings on the top-right corner.
  3. Ensure that the option "Let users install and use available apps by default" is enabled.
  4. Confirm with the Teams IT admin team that they have not blocked users from installing apps on Teams.
  5. Check if there are any requests for the chatbot in the request list within the Teams admin center.
  6. If the issue persists, consider uploading the agent directly as a custom app in the Microsoft Teams Admin Center as a temporary solution.
