What’s happening?
Issues related to licensing capacity in the environment.

Reason:
The underlying cause is related to the lack of available licensing capacity, which may result in error messages such as "ConversionMessages.NoLicenseAndCapacity."

Resolution:
To allocate capacity to an environment, follow these steps: 1. Sign into the Power Platform admin center. 2. Navigate to Resources > Capacity > Summary tab. 3. On the Summary tab, scroll down to the ###-ons tile and select Manage on the top-right corner of the ###-ons tile. 4. From the Environment drop-down menu, select the environment where you want to add capacity and allocate from your available capacity. 5. Click Save. 6. If no available licensing capacity is visible to allocate to the desired environment, select the initial environment and deallocate the capacity assigned to that environment. Then, return to the environment where you want to allocate capacity to convert it to production.
