What’s happening?
Customers are experiencing confusion regarding the billing and usage of Power Platform licenses, specifically related to authenticated and anonymous users in Power Pages.

Reason:
This arises when customers have not disabled all login and registration site settings, leading to unexpected counts of authenticated users appearing in reports.

Resolution:

  1. To check the authenticated users, navigate to the Power Platform Admin Center (PPAC):
    1. Go to Resources > Capacity > Download reports > New > Power Pages authenticated.
    2. For more details, refer to the document: Website Consumption Reports.
  2. To understand the discrepancy in user counts:
    1. Review the document on Website Traffic from the Power Platform Admin Center to see how authenticated user counts may differ from the report.
  3. For the authenticated users issue, check if there is data in the External Identity entity:
    1. Navigate to Power Apps > Solutions > Default Solution > Tables > External Identity to view authenticated users' information.
  4. If there are still discrepancies or issues, ensure that all login and registration settings are disabled. Refer to the document on Local authentication, registration, and other settings | Microsoft Learn for guidance.
