What’s happening?
Customers are unable to set up dual-write in their development environment and encounter the error message: "Environment linking failed: MessageCode: DW9003."
 

Reason:
This is caused by data policies that block certain Dynamics 365 applications for the customer's environments. Specifically, the environments were created under the default Data Loss Prevention (DLP) policy, which did not have the necessary connectors enabled.
 

Resolution:

  1. Navigate to the Power Platform Admin Center for the affected environment.
  2. Go to the "Data policies" section in the main menu on the left.
  3. Review the existing data policies and locate the blocked applications under the "Blocked" tab.
  4. Unblock the necessary Dynamics 365 applications that are causing the issue.
  5. After making the changes, attempt to enable dual-write again. If successful, the dual-write setup should work correctly.
