What’s happening?
Customers encounter errors when attempting to publish or update applications in Microsoft Teams, specifically receiving messages such as "Teams App already exists. Conflict detected" and "The bot may not exist or you do not have the needed permissions."
Reason:
- The error "Teams App already exists. Conflict detected" indicates that the application being published already exists in the tenant.
- The error "The bot may not exist or you do not have the needed permissions" suggests a potential change in security role requirements or permissions related to the bot publishing process.
Resolution:
- For the "Teams App already exists. Conflict detected" error:
- Verify if the app already exists in the Teams Admin Center.
- Ensure that the version number of the app is being updated correctly.
- If necessary, remove the existing app before publishing the new version.
- For the "The bot may not exist or you do not have the needed permissions" error:
- Confirm that the user attempting to publish the bot has the appropriate permissions, such as Environment Maker or System Customizer roles.
- Check if the bot is shared correctly with the users experiencing the issue and ensure that no security groups have been altered that would affect access.
- If the issue persists, it may be necessary to consult with an administrator to review any recent changes to security roles or permissions that could be impacting the ability to publish bots.
