Download document template 'LedgerJournalLineEntryTemplate.xlsx' and click on design and edit the journal lines table source in Excel
Select below set of fields for main account financial dimension, main non-ledger account (customer, vendor, project....) default dimension financial dimension and like wise for offset as well
Select fields and add and then update Excel template

Upload with same template name 'LedgerJournalLineEntryTemplate.xls' , allow override and then create a general ledger journal and open in Excel and create lines with financial dimensions and then publish.
Upon successful publish from Excel, in D365FO below is how financial dimensions shows up in lines
