SMB Government Contracting DoD jobs to increase?

The SMB government contracting sector may see a bump in Department of Defense (DoD) jobs as the House Armed Services committee is considering the Greater Opportunities for Small Business Act to be included in the 2015 National Defense Authorization Act.

The Small Business Act was proposed by House Small Business Chairman Sam Graves (R-MO) earlier this year and if successful will increase the small business prime contracting goal from 23- to 25-percent and establishes a 40-percent subcontracting goal.  Gaining support from the Armed Service committee will bolster the success of the bill, said Graves.

“Recognizing that this is a crucial area for small businesses, over the past three years, the Armed Services Committee and the Small Business Committee have worked together to reduce barriers to entry, create guidance that allows small businesses to compete,” said Graves in his statement.  “and facilitates the Department of Defense meeting the needs of the warfighter, and ensure that we have a strong small business industrial base.”

The House Small Business and Armed Forces committees often work together in this fashion and their continued cooperation on this front will likely be good for the SMB government contracting sector.

Small and mid-size businesses who are still running entry-level or legacy accounting software might have trouble meeting new demand without the increased efficiency of ERP.  As the government slowly moves toward cloud computing solutions, automation and more connectedness overall, SMB government contracting software will become more and more important for business who want to stay competitive in the market.

Graves also proposed the support of five additional bills to be included in the National Defense Authorization Act.  Here is what they would entail…

1. H.R. 4093 – Greater Opportunities for Small Business Act of 2014, sponsored by Graves: Increases the small business prime contracting goal from 23% to 25% and establishes a 40% subcontracting goal.
2. H.R. 4094 – Contracting Data and Bundling Accountability Act of 2014, sponsored by Graves: Improves transparency and accountability in contract bundling and consolidation to better adhere to the current laws intended to protect small businesses.
3. H.R. 2751 – Commonsense Construction Contracting Act of 2013, sponsored by Rep. Richard Hanna (R-NY): Prohibits the use of reverse auctions when a construction services contract is suitable for award to small business, or when the procurement is made using a small business program.
4. H.R. 2882 – Improving Opportunities for Service-Disabled Veteran-Owned Small Businesses Act of 2013, sponsored by Rep. Mike Coffman (R-CO): Transfers responsibility for verifying the status of service-disabled veteran-owned small businesses from the Department of Veterans Affairs to the SBA, in order to improve efficiency, transparency and uniformity in the processes.
5. H.R. 776 – Security in Bonding Act of 2013, sponsored by Hanna: Increases the access of small construction companies to surety bonds in order to increase the number of small construction contractors able to participate in the federal market.
6. H.R. 4121 – Small Business Development Centers Improvement Act of 2014, sponsored by Ranking Member Rep. Nydia Velazquez (D-NY): Ensures that the SBDCs are able to continue providing entrepreneurial development services and education to small businesses.
7. H.R. 2452 – Women’s Procurement Program Equalization Act of 2013, sponsored by Velazquez: Standardizes sole source authorities among the SBA’s procurement programs in order to promote parity.
