'Business Foundation' not installing in BC25OnPrem

Hello,

I have an issue when trying to upgrade from BC18OnPrem to BC25OnPrem.
I have already run all the steps before trying to install of Business Foundation but somehow i get the following error when running:
Install-NAVApp -ServerInstance BC250 -Tenant default -Name "Business Foundation" -Version 25.17.46850.0
Install-NAVApp: Cannot install the extension 'Business Foundation by Microsoft 25.17.46850.0 published as Global application' because one or more dependencies could not be satisfied. Unsatisfied dependencies:
System Application by Microsoft 25.17.0.0

The DataUpgrade for System Application is also finished and this is the result I get when i Run:
Get-NAVAppInfo -ServerInstance BC250 -Tenant Default -TenantSpecificProperties |
Where-Object Name -in @("System Application","Business Foundation") |
Select Name,Version,IsInstalled,SyncState, ExtensionDataVersion, Scope

I tried unpublishing and publishing again. I tried running the upgrade of Sys. Application but it also says it's already upgraded.
Where could the problem be and what steps can I follow in this case.
Unfortunately I'm stuck in this step and can not continue with the upgrade of other apps due to dependencies on this.
