since one week we try to Update Even one of our sandboxes to BC28. If it Not reaches a timeout, there‘s only the Message to try again or Get in touch with Microsoft Support. I‘ve tried it six times, different Sandbox Environment. Uninstall several Apps First. Location Germany.
