Tax calculation on a work order before posting

Hello,
 
Base on a specific requirement, I have to calculate the tax on a work order. This means posted, unposted lines and sometimes some legal entity apply a tax on tax but I cannot figure out how to apply a tax based on setup first. The tax engine hasn't been helpful or maybe I haven't used it well. Can someone help with this issue?

    Work Orders don’t trigger the tax engine automatically before posting, so you won’t get correct tax just from setup. To calculate tax on unposted lines, you need to explicitly call the tax engine in code (using the standard tax classes like TaxCalculation / Tax::calcTaxAmount) with the correct context (tax groups, legal entity, date). That’s what applies things like tax-on-tax as well.

    In practice, this is usually done via customization, calculate tax on demand and write it back to the Work Order lines before posting.

    In my case the Tax::calcTaxAmount hasn't worked.
