Raw material picking by license plate

I would like to know if the following scenario is feasible in d365 F&O:
 
I want to produce 500 pieces of item A. To do this, I need 500 pieces of the component A.
The component A is stored in a location that is license plate tracked. This location is LocationA.
Inside this location, I have 2 license plates.
The LP1 contains 5000 of component A.
The LP2 contains 4000 of component B.
I release a production order for 500 pieces of item A.
The system will generates a raw material picking work for 500 pieces of component A to pick them from LocationA and move them to the machine. 
I would like to give the possibility to the worker to either pick the full license plate or count the 500 pieces of the component A. 
The operator must be free to choose whether to count the requested quantity or collect the entire license plate.
 
I know the following setup in the released product page : 
 
But it appears to be very 'rigid'. If I choose "Staging" instead of "Over picking", it seems that the system will always ask to pick the full Liense plate. Is is right ? 
And if I select "Order picking", I don't know what to do to allow the user scanning the License plate ID if he wants to pick it in full. 
 
Today, I work with a workaround by using the overpick option and the setup "Order picking". If the worker wants to pick the full License plate, then he has to select the over-pick option and thanks to a detour to the LP inquiry menu, he can gets the quantity that is inside the license plate.

    There is a small comment about license plate controlled locations in the documentation: Over-pick materials for production and batch orders - Supply Chain Management | Dynamics 365 | Microsoft Learn
     
    The choice you make has an impact on the quantities to be consumed on the production order or if the over-picked quantity will be placed on the production input location for a next production order.

    Sagar - Yes this is right and it is one time setup on the item master data and there is no flexibility to decide this at the time of picking on the mobile device 

    And if I select "Order picking", I don't know what to do to allow the user scanning the License plate ID if he wants to pick it in full. 
     
    Sagar - You cannot do that on order picking as it means that works will be created for the BOM demand. Only option is over picking feature as a work around as you are already using.

    Sagar - Thanks to over picking feature. 
     
    The only option is to use the Round up to Unit option in cases the pallets store standard unit conversion qty and you work with multiple units in system. Example. One item has unit sequence group which uses units Pcs and Pallet. Unit conversion is set as 1 PL = 1100 Pcs. BOM unit is Pcs. 
     
    In the pick location directive, the 'Round up to unit' check box is checked and in the 'Restrict by unit' field Pallet unit is selected. 
     
    Demand for Production order BOM is 400 Pcs. Production order is released to warehouse. Work is created and the picked quantity is 1 full pallet as system as rounded it up from 400 pcs t0 one full pallet. In this case worker is picking full pallet always. (Workaround in cases where master data supports)
