Package Tracking Inconsistencies

  Using Business Central SaaS with items that are lot and package tracked we've run into a couple issues. On two transfer orders the shipment item tracking lines are correct however the receipt lines remove one package (availability confirmed) while applying its quantity to another package seemingly at random. The package the qty is applied to does not have the required quantity. Initially I fixed this by editing the item tracking lines with the import export power tool however that's not a good long term solution. We are using warehousing features, bins, inventory picks etc and running the Warehouse Insight extension.

Shipment:
Pkg 1 - 2000lbs - Yes available
Pkg 2 - 2000lbs - Yes available
Receipt:
Pkg 2 - 4000lbs
