Transfer Order --shipment confirmation issue

Hi all, 
Am trying to create a transfer order and picking the quantity using WMS app. till here the things working fine. But while confirming shipment am getting this error 
 
This is bit weird. I have work closed and also on-hand list showing the picked quantity.
load has same quantity.
 
Appreciate a help!
