Migrating from NAV2015 to BC28 in Morocco

We have a customer in Morocco on NAV2015 with an active Enhancement Plan (EP) which is looking for the best option for migrating on BC28

Customer is using manufacturing module

- staying OnPrem

- moving to Cloud/SaaS

For each option how are converted his Full Concurrent CAL + Full Concurrent CAL - perpetual perpetual license?

Is there any promotion or what else the customer could benefit?

Please send Microsoft official reference articles (url), it seems there are a lot of different versions depending which partner and partner location is providing the answer!
