What is the optimum way for bulk loading of Timesheets (people) against Production Orders in Manufacturing?

We can have many operators working on any 1 operation and most of the operators will not have BC access so for them creating individual timesheets on BC is a non-runner.

Entering time against an operation on the Production journal - not sure how I can include multiple resources (against an operation) and too manual for entering records on each Prodn order in BC.

Thus, does something like set up the Resource (person) as a Work centre and upload the timesheets into the Production Order Routing Lines table (5409) via config package work?
