Item Categories - How to set a security filter for limited access

I'm trying to figure out if there is a way to limit access to a few item categories in our BC environment using security filters. The way I currently have it set up is making it so that no new categories can be made instead of isolating the specific Parent Code we want to restrict.

The current permission is set to Exclude with a blank Read permissions (So users can still access the table) and then I have Insert, Modify and Delete set to 'Exclude' and the security filter I have set is for the 'Code' with the Parent category we want to deny access to.

I feel as though I'm missing a step but I can't quite figure out what I'm missing. Is there anybody who has set up security filters for Item Categories?

It seems that your settings are correct, but does this user have other permission sets besides the one that is excluded?

Try combining these permission sets into one.
I suspect the other permission set contains the Insert, Modify, and Delete permissions.
