Vendor user request (new user or modify user) workflow not visible

Dear experts,
 
We are setting up the Vendor Onboarding and Vendor collaboration in one of client.
 
There is a mandatory setup is User Workflows inside that Vendor user request (new user or modify user), and Vendor user inactivation request is not visible in the client's system. If anyone knows how to create that please guide me.. Below attaching 2 snapshots:  1. Client server (where the workflows are not available).       2. Contoso server (the 2 workflows are created)

    Please do the below setup and check whether you are able to see the vendor workflow under system admin module.
