Chat bot message pack

Hello,
 
We recently implemented the chatbot on our self self portal. the message pack subscription is easily consumed. My question is around how a message is counted. For instance, in a week, where we had less than 500 portal sign ins, message count was over 19,000 messages. How is the message count done?
