Business Central starts and then fails

I am getting a weird error when trying to start to my LocalHost of BC 22. I know its old but we are getting started on the upgrade process to 27.x. I have tried to start the instance from Visual Studio Code and get the following error regardless of whether I am just trying to start a session of trying to start a debug session:
The request for path /BC220/dev/apps?tenant=default&SchemaUpdateMode=forcesync&DependencyPublishingOption=default failed with code UnprocessableEntity. Reason: The Extension cannot be unpublished because it is in use by the following tenants: default
 
What's going wrong? I thought it might be that my SQL Server Express was old, so I updated to the 2025 version, and no joy.

    I've tested the On-Pre version before, and I hope this can give you some hints.

    Thanks ZHU, but I was using this implementation for several years when the project was put on hold. I believe the issue may be security related. When I use the http link for my local instance, BC does show up it shows the last Company I was using for testing, then it gives me the Unknown Error has occurred. I don't know how to interpret the Event Viewer log so I was trying the debugger to see if it out show why.

    Try reinstalling BC and creating a new SQL instance.
    I think this should eliminate many problems.

    Hello,
     
    This error isn’t SQL-related at all — BC is failing because VS Code is trying to unpublish an extension that is still installed on tenant default. When you publish to /dev/apps, BC replaces the app, which requires unpublishing the old one, and that’s blocked if any tenant is using it. Fix is either uninstall the app from Extension Management for tenant default and publish again, or increment the version in app.json so BC performs a normal upgrade instead of an unpublish. This is very common on older local containers like BC 22 and expected behavior.
