EPA 2025 factor library is missing under the packages in power platform admin center

Even though it's said that EPA 2025 emission factor library is available in this link https://learn.microsoft.com/en-us/industry/sustainability/whats-new-2025-05#2025-version-of-epa-emission-factors-available , I can't see it in the list of dynamics 365 apps in power platform admin center. The 2025 versions of defra are available, however, the latest version of EPA is 2024. Does this require a premium plan? Because ours is essential.

    The link you're indicating makes a reference to https://learn.microsoft.com/en-us/industry/sustainability/calculate-emission-factors#emission-factor-libraries.  And there, the EPA available shows only until 2024.

    But in our trial environment we were able to deploy it as below. We also deployed it in our another customer's environment. And now we need to deploy and use it in our another customer's environment. However, we can't see in in the list of Dynamics 365 apps in microsoft power platform admin center.
