Disable Search Icon / TellMe in BC Cloud

Hello Fellow Consultants,
 
for the access of an External User I want to disable the Search Icon / TellMe functionality.
From what I read here it is possible in BC OnPremise.
Is there also a way through a Permission Set in BC Cloud?
