Unable to Change "TO DIMENSION" Financial Dimensions in Inventory Transfer Journal

When entering an inventory transfer journal, the "TO DIMENSION" financial dimension fields are locked for editing. Is this by design. or is there configuration(s) that must be updated to allow for changing these values before posting the journal?

For my issue specifically, I have a custom financial dimension called "Site" that has been associated with each of our inventory sites using dimension link. However, the "US10" dimension value (from screenshot) has been suspended for use and cannot be used in postings (this is part of a phase out of this specific site value, but transactions will still occasionally post over the next few months). In our account structures, we have configured them to allow blanks for the "Site" segment when posting, so we typically just remove the US10 value before posting the journal.
