What does the tick in the "Empty" box mean?

Hello,
 
I attach a screen shot of bins in location central. The empty box is ticked on one box and not in the other. However, when i drill down on these bins the qty on both is zero. Does anyone know what causes this? I would have expected the bin with the Empty box without the tick would have a qty.
