Can not find Master Data Information Setup in our system, is this comes with Dynamics as standard function?
If not, is there workaround for Pop Up Text for Item, Customer and Vendor?

What you watch was an APP from the ISV Abakion that you can load into BC and subscribe too. If you search for the Master Data Information, in the Marketplace, you will find it and can load a trial then subscribe after the trial ends. Here is a link to the APP on AppSource.

As Steve said, Master Data Information Setup does not come in standard BC. Rather it is a part of "Master Data Information" extension available on AppSource.
Additionally, it is really easy to create notifications in Business Central and there are various resources available for the same.

Please verify the answer if it answers your query.
Search "Pop Up" in AppSource. There are a few ISVs that have similar solutions.
Test anything you load from AppSource in a Sandbox database, verify that it works before subscribing....words to the wise....
