CRM 2013 Workflow BUG - workflow gets corrupted

Steps to recreate:

1. Create a new workflow (async) on the Email entity

2. Add a condition step and edit the condition to check if the "To" email field value is one of the existing Queues. (to make sure that the email was sent to a queue and not to specific users)

3. Save the condition step and save the workflow.

4. Re-open the condition and just click Save and Close.

5. An errors message appears that CRM as crashed.

6. Close and try to re-open the workflow. The editor is no available any more with the following message: "This workflow cannot be created, updated or published because it was created outside the Microsoft Dynamics CRM Web application. Your organization does not allow this type of workflow."

7. Also, cannot publish any customizations after that as the workflow is corrupted.

    I received the same error after step 4 (see below for the error I'm seeing), but when I closed the workflow and reopened, it opened fine for me.  

    Are you Online or On Premise?  And what version are you on?  I'm using CRM online 2013 v 6.0.1.61.

    Unhandled Exception: System.ServiceModel.FaultException`1[[Microsoft.Xrm.Sdk.OrganizationServiceFault, Microsoft.Xrm.Sdk, Version=6.0.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35]]: This workflow cannot be created, updated or published because it was created outside the Microsoft Dynamics CRM Web application. Your organization does not allow this type of workflow.Detail:

    On premise installation. The workflow does open however I cannot edit it as it displays "This workflow cannot be created, updated or published..." message.

    I'm trying to understand where it fails - I suspects it populates the wrong queue Guid in the To of the email.

    Any ideas?

    Hello,

    This was known recently discovered issue and has been fixed in CRM 2011 UR 15,

    •After upgrade to Update Rollup 12 you receive an error when trying to modify a workflow by deleting a condition from a Check Condition or Wait step. This error occurs if the Check Condition or Wait Condition contains a condition for a lookup field that was previously existing in the step. The error is as follows:

    This process cannot be created, updated or activated because it was created outside the Microsoft Dynamics CRM Web application. Your organization does not allow this type of workflow.

    Took the above content from UR 15 KB article : support.microsoft.com/.../2843571

    Download and install UR 15 from the below link on CRM 2011 server thereafter you will not see the above error :

    We've installed 2013 on premise, not 2011 - will the UR still work?

    If the issue is reproducible on CRM 2013 UR 1 default organization then I would suggest you to contact Microsoft Support for further investigation.
