I'd like to know what security users need to allow them to modify gp standard reports through Report Writer. ie Enable the modify button when viewing the report on screen.

Thank you I was coming to this conclusion as well and it seems to be what I need to accommodate the client's needs here. I appreciate the input to help me feel confident it is the appropriate recommendation.
You can add a custom task to a role that would allow a user to do this if you would like. The operation that grants this is the following:
Product: Microsoft Dynamics GP
Type: Customization Tools
Series: Customization Tools
Report Writer
Thank you for answering but I should have been more specific that I don't want the user to use the sa username nor do I want to give them Poweruser capabilities. Turns out the role IT Operations Manager has a task id ADMIN_SYSTEM_008* which gives the Report Writer access. So I am going to try assigning that specifically to a regular user and see if it has the desired result. Thanks.
Modifying reports should have full application access to a GP user. A user with the security role 'POWER USER' or 'sa' user will have access to modify reports in GP.
