What is the process of migrating a Business Central instance to another instance within the same Microsoft Entra tenant? Or is it a matter of "copying" the environment or actually performing an "database export" and then proceeding with some sort of import process?

You can initiate a copy of an environment if both the source and target are within the same tenant. I think this is the best way rather than import and export data.

If its in the same tenant then you can simply use the copy environment action.

That action is for exporting a database. After you exported it, you can restore it on a local SQL server. More info here.
