I have used TransactionTree for one of my clients. www.transactiontree.com
They use an HTML format for the e-receipt that has the RMS receipt embedded. This allows you to put links to other sites i.e. website or do other advertising around the RMS receipt.
Also look at bLoyal they have a great solution that includes this

The closest add-on that I'm aware of is VIP Zone:

It allows generating a mailing list based on various parameters. You then have to use a separate email application to send the emails.
Stay up to date on forum activity by subscribing. You can also customize your in-app and email Notification settings across all subscriptions.
