How to append recipients to an email?

A little backstory, I am creating an email and conditionally adding recipients based on specific criteria. These conditions aren't in the same step so I need a way to add additional recipients to the email as the workflow progresses and eventually sending the email.

It seems that I can create an email, update the email record based on my conditions but the last update to the "To" field always wins out. That makes sense to me but I'm wondering if there's any way to append recipients within an OOB workflow.

I am however using the LAT workflow utilities with success. It does something similar with Teams where the teams are appended but the OOB functionality doesn't work that way.

The To field is a partylist field i.e. its an array of entities of type "activityparty". In OOB workflows, in the update email step, try setting the field to the same value (i.e. Email (context)--> To), use a semicolon and then add the new values. See if it helps
