Ribbon Buttons and Letter quick navigation dissappearing

Over the past few weeks our organization has been experiencing random events where the buttons in the ribbon do not show for users and the letter navigation on views are not available. We have been fixing the issue by clearing cache but it's happening often enough where that can't be the solution. Does anyone know what would be causing this to happen?

    Stop using Chrome. That seems to fix most UI issues I've come across lately.

    We've had an issue where the notes have CSS that formats it as white text on a white background in Chrome. The newest version of Chrome caused this problem. You can mess around with different versions of Chrome, but this is not a great approach. Browsers don't have to be compatible and worst case, you might have to user IE.
