Purchase Order header information is maintained in the POP10100 and POP30100 tables.  The USER2ENT field contains the GP user who entered the purchase order.  A customization could be written for the Purchase Order Entry screen to display only Purchase Orders where the current user id matches the USER2ENT field value.  You would also have to customize a number of inquiry screens and reports as well.
