Today we're training using D365BC cloud and we're already setup Data center in Southeast/Asia and our location in indonesia
user experience today access into D365BC is very slow response we have been change several internet provider still slow response from D365BC.
how and who i can contact if any issue with D365BC directly instead of our internet provider

D365 BC is hosted on Azure. We faced the same same issue and were able to resolve it fairly by raising Microsoft Support Ticket.
To do this, we had to Purchase the BC license and this enabled us to upgrade to Premium Suite of Servers. So , make sure you have this.
Also, if there is frequent Outage then you can Report Production Outage through Business Central Admin Center this will create a Sev-A case in Microsoft Customer Support System.
Can you share the details of Bandwidth, users hardware details i.e. RAM, Processer, Operating System.
