How to Disable Finish button at final stage

Hello,

i have three values for Review status field like Pending, Approved and Send Back. when user will click Pending will go to Pending stage, if select Approved will go Approed stage and same for Send Back too. is there a way we could disable Finish button only at Pending stage not others?
