Create and Export a PDF Report in base64string

Hello all, I would like your help here.
Am still learning the current business central and I have experienced a challenge here.

In the Microsoft Dynamics Navision I used to create and export it through a function in code unit, where i could create a function which takes a users Id and then a reference string which I would use it for the Base64String output, let me show you....
 
 
 

then using this code I would create a file then export it as a Base64String for the users to view it in their personal portals, now am unable to achieve this in particularly BC230 (AL)

    here is a sample code that have reference to convert a document to Base 64.
     
     
    This shows a sample of How to import documents via API to Business Central.
