Error while upgrading database to Business Central wave 2

While upgrading the database from Business central 14.0 version to business central wave 2, i am getting the error."Your Program license does npt allow you to publish Assisted Setup Group"

I am using business central licence of 15 version,

Please provide solution of this issue.

    Same on Version 16, it is realy frustating, that from docs seems that a customer can upgrade to the latest version and then you are blocked with an error like this.

    Publish-NAVApp : Your program license does not allow you to publish 'Upg Load Named Forward Links'.
